Did President Obama just set up Department
of Homeland Security Secretary Johnson to take the blame for changing the immigration
law?
The White House appears to have changed U.S. immigration law not by signing an executive order but
by verbally “exercising prosecutorial discretion. The entire implementing authority involves a memorandum published by DHS Secretary Jeh Johnson that changes the immigration law, directing federal money to be spent that has not been appropriated by Congress.

By ordering Johnson and the DHS to do his dirty work through a policy memorandum, Obama is clearly hedging his bets in the high likelihood of a legal assault on his amnesty order and his presidency.
